Sorry, they cant. DENIC is a "e.g.", an "eingetragene Gemeinschaft", a "registered association". The only thing German citizens could decide is wich party they like on the next German Government vote. Those parties could then decide to make a law, that the DENIC e.g. is not responsible for the .de TLD anymore.
