To clarify, the abuse-c as proposed will be mandatory for all aut-nums. If this proposal moves forward, the RIPE NCC will undertake an impact analysis and that will facilitate a conversation around transition. Also, the NCC do audit LIRs, although not every LIR is audited each year. So this proposal does not introduce abuse-c without obligation. It does not introduce further data verification requirements (for abuse or anything else) over and above what is currently in place for the database. I do believe that this proposal will help and I think that not attempting to improve abuse contact data until a full data verification infrastructure is in place, will mean that we won't solve a lot of the problems that this proposal hopes to address for a very long time. It's quite possible there isn't a perfect order of how to do these things, but I think it would be a shame if this proposal was defeated because it didn't do everything or because the environment wasn't perfect. Other opinions may differ. Brian.
