They have the awful power to restrict the delivery of public IP & AS, therefore they have power over the contractant. I even guess they could ask the blackholing of some resources (BGP) in extreme case.

At a technical level, RPKI might eventually allow this, but this project was not exactly welcomed by the RIPE community, for precisely this reason.
