Not dumb, but yes it must be an email address.

Can it be a web address instead?

No. We had that conversations already and decided not to accept web addresses only. The reason is, that automatic reporting can not be done with web addresses. If there is a major need for web addresses to be published it would be another attribute that would be optional. The mandatory character of the "abuse-mailbox:" would not be changed. Thanks, Tobias
