You seem to require something else.

This ignores, for example, that there are several jurisdictions where for various reasons a conviction is hard or impossible for reasons such as -

All the illegal actions (whatever they are) are committed against citizens of other countries
Inadequate laws in the country where the criminal is based
Lack of mutual legal assistance etc treaties with a country where law enforcement is interested + has victims seeking redress
Possible bribery of local police and judiciary by the criminals

.. etc ..
