You do. We have something on very similar lines. I'm willing to bet that several networks (ranging from ISPs to large corporations) have filters that date back to a decade ago, but were never removed. We remove blocked IP ranges or addresses automatically on a regular base. Our statistics show, that spam only "outbreaks" for a couple of days from specific IPs and that we detect new outbreaks quick enough. We remove dynamic single IPs after a week automatically, when they were added automatically. And we remove manually added bigger blocks after 3 months.
We also offer a webpage anybody can reach to remove IPs from our blacklist easily without any further "excuse" or "procedure". With just one simply click.
