Charter Communications [charter.net & charter.com] is one of those mega providers that does not respond to such questions. Their Contact Page, http://www.myaccount.charter.com/Customers/ContactUs.aspx, deals mainly with their customers and their related inquiries.
But calling Charter's National Network Operations Center (+1-314-288-3111) could be the last option, if they actually answer that line.
With countless servers and IPs, Charter may not be as responsive as we expect them to be.
