I am hoping there are some lawyers or legal experts in this WG.
they are even less likely to advise you than random dilettantes
I would like to know if it is possible for me, as a private individual, to bring a civil case against an End User for damages because of some abusive behaviour?
in most jurisdictions, of course
To do so I would need to know who the End User is. A consequence of the policy change 2023-04 means that the End User details may not be documented in the RIPE Database. As far as I can determine (from googling) a court order can only be served on the LIR to identify the End User by an LEA in a criminal case.
in England and Wales that is not the case ... what you would need is called a "Norwich Pharmacal Order"
I have tried to find out what I can do in a civil case. Most of the information is such heavy legal stuff, I don't have the training to interpret it. For example:
if you are going to proceed you will need expert help. That will cost $$$$ ... face up to that immediately, and get the answers you need from people qualified to provide them, and then use this list for its proper purpose. -- richard Richard Clayton Those who would give up essential Liberty, to purchase a Benjamin little temporary Safety, deserve neither Liberty nor Safety.
