Thats a matter of opinion. Spamcop is to me unsolicited because I usually get useless mail. I am sure this isn't the case with you, but like I said it's a matter of opinion.

This is to me solicited because it is/should be generated directly by the complainer and requires/should require a response.
I'm not trying to start a discussion about defining solicited. I'm only trying to tell you that it can't be defined. Therefore you can't in generally separate complaints into 2 different categories in the ripe db.
