As Andre has implied, there is no RIPE policy regarding what a provider must do when an abuse complaint is received.
This is something that has been talked about repeatedly over the years, but we have never come close to reaching consensus for all sorts of reasons.
It will, doubtless, be something the community continues to discuss as time goes by.

There is no way to force anyone to listen to your complaints, if enough (different) people / persons / networks complain about the same ip/range then it may affect their reputation. It may also simply be that you are not filing complaints at the correct address/person/people
For example: Someone field an abuse report about me, to myself today... but it was not our IP range, in fact the complainant could not read the email headers properly... - So, there are man ythings to be considered :)
