The overwhelming majority of abuse is perpetrated by skilled professionals who work hard to hide their tracks. Telling ordinary Internet users that they have a useful role in identifying abuse sources and reporting them to the hosting networks is a cruel lie. The scale of the problem requires large scale sampling and statistical analysis rather than individual reports.
This is true, but imagine the reporting function be handled automatically by machines and the counter-measures enforced near real-time by interested and cooperatings ISPs (again using automation). This might make the situation a bit better than today. Also parties that don't care or cooperate can be more easily identified. I think we should not leave the situation as-is.
