All of the RIRs have open policy discussion forums, just as the IETF has no members and anybody can contribute to the Internet's standards. Good luck changing that. :)
IETF is different.
RIPE is no "community", its more a association of members, that are paying money to get resources they need. And non-members still can decide (or at least block) the wishes of the members, thats really crazy.
RIPE is a community. The association of members are RIPE NCC members, who pay a membership fee. Policy is made by the community, members of the NCC vote on motions to do with the NCC.
So the world-wide community tells RIPE NCC (and their members) what the members are going to do with their money they pay for RIPE NCCs services ? Sorry, do you mean, what your saying ?
This distinction really is vital to all of this.
Not at all, when is going up for decissions. Sure, comments and input are vital for this process. the communication with other RIRs and their LIRs is important. But: but RIPE NCC members should really be able to decide, what theye are doing with there resources and how they are giving them to their members. I just remember Tobias' last drafts, they someehow simply "ended". I do not remember, that a vote was taking place. How can that happen at all ? I have an idea: I gonna pay about 5000 people worldwide 10$ if they vote for, that small LIRs do not have to pay for the services anymore and just the big ones have to pay. 5000 people worldwide will mean consensus in the RIPE community. And I will have all the small LIRs on me side too. And I will save money in a couple of years. Or think about: spammers paying the community to give them more IPs ... absolutly legaly.
