DENIC is a "e.g.", an "eingetragene Gemeinschaft", a "registered association".
The only thing German citizens could decide is wich party they like on the next German Government vote.
Those parties could then decide to make a law, that the DENIC e.g. is not responsible for the .de TLD anymore.
But the German citizens could not at all through whatever government could tell DENIC what to do.
That's not really true either DENIC is subject to German law. If German law forbade X then DENIC would not be able to do X Having said that, the German government does not currently have direct control over DENIC.
