I don't think you can unilaterally declare what's operational and what's not. Does anyone else feel that the anti-abuse working group should ask RIPE NCC to work with its lawyers to make this data available?
If, after processing that data, you need the personal data for a specific object you can query the RIPE Database for that object and return the personal data or just the references to it.
By definition, role objects do not contain personal data. Corporations are not persons.

With the current design of the RIPE Database there is no way to have any opt in methods for personal data.
This is preposterous. As it stands, the whole thing is totally opt-in.
