you can and people do... RBLs, like for example superblock.ascams.com run on an ethical basis and is trusted by those that use the listing, for that reason. I can say the same thing for SpamCop.net - ethics above all else (I wanted to say "trumps all" but somehow it just sounds wrong when said that way.) The reason people use Spamhaus, spamcop, senderbase, sorbs ascams etc is because their users (clients) complain about abuse, spam, phish, etc. And... the reason you are pushing packets around the network : Is for the services the network offers. - not for the packets themselves :) And, clients (them that pays the money), is what guides most self interest and the balance between interoperability and drop.
