Details regarding the progress of 2007-01 Phase 2 implementation?
Dear address-policy-wg, As phase 2 of the implementation of 2007-01 is well underway and gradually approaching its conclusion, it might be both interesting and beneficial to see some details about the success of this effort so far. Could RIPE NCC furnish the following data at their earliest convenience for the benefit of this work group, and if workload permits, provide monthly updates until phase 2 is complete? - Number and % of direct assignments marked by LIRs as "My End User". - Number and % of direct assignments marked by LIRs as "Not My End User". - Number and % of direct assignments marked by LIRs as "My Infrastructure". - Number and % of direct assignments marked by LIRs as "My End User" for which contracts and registration information were provided but are not yet processed. - Number and % of direct assignments marked by LIRs as "My End User" for which contracts and registration information were provided and subsequently approved by RIPE NCC. - Number and % of direct assignments marked by LIRs as "My End User" for which contracts and registration information were provided and subsequently rejected by RIPE NCC. - Number and % of direct assignments which fall under the scope of 2007-01 phase 2 which remain completely untreated. The numbers below are from 2009-10-26. The total number of independent Internet number resources included in phase 2 are 26940 and the number of LIRs involved is 4903. Currently about 88% of independent resources involved in phase 2 have their status set (23790 out of 26940); Currently about 73% (3617 out of 4903) of LIRs have participated.
- Number and % of direct assignments marked by LIRs as "My End User".
12187 independent resources have been marked as "My End User".
- Number and % of direct assignments marked by LIRs as "Not My End User".
6705 independent resources have been marked as "Not My End User".
- Number and % of direct assignments marked by LIRs as "My Infrastructure".
4652 independent resources have been marked as "My Infrastructure".
- Number and % of direct assignments marked by LIRs as "My End User" for which contracts and registration information were provided but are not yet processed.
About 750.
- Number and % of direct assignments marked by LIRs as "My End User" for which contracts and registration information were provided and subsequently approved by RIPE NCC.
About 760 (this number and the one above also include about 200 contracts received for independent resource transfers between LIRs). LIRs will soon be reminded about the timelines.

We do not reject the contract. if the contract does not fulfill the requirements we will work together with the LIR to fix the inconsistency.

The resources that do not have a contract in place by the end of Phase 2 will be considered 'orphaned' and will be made part of Phase 3 (contact the End Users of those resources directly). As we now have a better insight into the number of resources we will be dealing with, we are working on the Phase 3 process. As you suggest, before starting Phase 3, we will publish a procedural document detailing the process. With regards to the timeline, we are currently assessing the implications of contacting End Users who have been assigned resources in the past. May I suggest that as stage 1, postal mail be sent as well as email not only to the tech-c, admin-c etc but also to the email address as listed here: http://puck.nether.net/netops/nocs.cgi This way you have a better chance of actually getting someone. If no contact after 3 weeks, at stage 2, check the RIB and look for the upstream peers of the ASN announcing the resource (ASN or IP space). Send email to those tech-c and admin-c and NOCs as well as postal mail informing them that a downstream customer of theirs has gone AWOL. If the resource is not being announced then needless to say, you can skip this stage. Regards, Hank
