It means what it says: the *discussion phase* is over, and we're now moving to the next phase in the policy development process: impact analysis, and based on that, review phase. After that, if we have consensus, we go to "last call", and *then* we can get to "approved". The requirements to move from discussion to IA/review phase are fairly low - "some amount of support from the WG, not so much opposition" - it was a bit on the edge this time (as there was quite some opposition), but since we do not have to declare consensus yet, and there *was* support, going forward is possible.
