To be more precise: not "to be an LIR" but to submit by way of an LIR" - much like the distribution of AS numbers.
Unlike Daniel, I have trouble seeing bureaucracy as a beautiful clockwork mechanism.
This is not to feed any bloated organisational overhead (no implication that there is one in this case!), but rather to avoid digging administrative bypass tunnels :-)

While this has not been explicitely spelled, I see this as the underlying assumption. Does one of you know whether this is explicitely documented for AS and PI distribution? We have the following for PI address space in the IPv4 policy, which can be found at: http://www.ripe.net/ripe/docs/ipv4-policies.html#pa_pi "The RIPE NCC no longer allocates PI address space. Consequently, many LIRs do not have PI allocations from which to make PI assignments. If an LIR has an End User that requires PI address space they are able to support them by sending these requests to the RIPE NCC on behalf of the End User.
