You can see that in 2015 approx the same amount of ips will be allocated to new lirs. And ips is enought for some years! Anycase free ips at ripe are growing. So ripe should make the ip usage price (lir fees less) or give more IPs (lets say 2048) to one lir and help people work but not make market from ips.
