this is the core problem. As it stands, the proposal deals with the /29 -> /28 case, but doesn't deal with /28 -> /27, or /27 -> /26, and so on. I.e. shifting the bit by one position papers over potential problems with the current allocation policies rather than solving any of them.
Yes. This was more spoken on the general nature of "we have a huge one-size-fits-nearly-all, and need some good criteria for the rest". I wouldn't mind /28 (because math says we can afford it, and to spite ARIN), but I'm not advocating it. The nibble argument is a very weak one, though.
