With that interpretation, isn't it impossible to use IPv6 PI space to provide addresses to personal computers?

Even that is seemingly subject to weird and unclear interpretation. For instance if you rent/lease equipment for others to use (but remain the owner of such equipment as what you are selling is the service), according to IPRAs at the RIPE NCC it is OK to use PI space if the equipment is reachable via a LAN but not if the site is remote (e.g. using DSL), even if from a network point of view it is all the same net. Apparently, in some cases, policy application may be subject to the color of the physical cable used. See presentation during AOB at the APWG at the last RIPE Meeting. Joao
