IMO those are huge issues.

How was it done before? How ppl used to prove they needed more space?

There was less incentive to cheat in the past. Now, there's all sorts of desperation and the issue will only become worse over time. I fear this approach will either create huge administrative burdens or be easy to exploit... Richard
