Yes, but only in the first year (no way else to do it, the LIR will not have a customer/billing-relationship with the PI "owner" forever). And at least a few LIRs don't even charge their customer in the first year if they don't get pushed in the next billing category due to PI requests. I know of a few ISPs that chose PI space over PA space (for example with a subsidiary company as applicant) because it is cheaper in the long term. The RIRs either need to have a direct billing relationship with PI holders or PI has to be transferable between LIRs (on whose bill it is with a fixed amout, this billing point scheme is imho not suitable for this), otherwise a recurring fee is not possible.
