That's mostly the way it works today. Someone has an itch about the current policy, and proposes a change to the list. The list discusses the proposal. "Most of the people are in favour of it" -> the proposal is formalized, and re-circulated on the list (and discussed in the RIPE meetings). If we have "rough consensus" that this is the way to go forward, it's incorporated into the existing policy.
