I think I should clarify the policy and the contents of the pool because I don't want the RIPE or other communities to be surprised when the policy is implemented.

The policy (https://www.icann.org/en/resources/policy/global-addressing/allocation-ipv4-post-exhaustion) requires us to split the contents of the pool into five equal parts and then round down to the nearest CIDR boundary. The pool (https://www.iana.org/assignments/ipv4-recovered-address-space) currently has just short of five /10s, which means the size of the allocation units must be rounded down to /11 equivalents.

This is based on the current contents of the pool. If the pool size grew by a precise amount then the policy would support the /10 equivalent allocation unit that has been mentioned.

If that does not happen the contents of the pool are likely to be eked out in increasingly small allocations over a number of years.
