IMO, the situation will continue as long as the IPv4 prices will be accepted by the market. After crossing the threshold of pain, people will notice that it is better to migrate to IPv6 instead of paying sick money for antiquitie numbers. Unfortunately, the pain threshold is very high, because there is still lot of equipment bought for millions $ that you have to throw to scrap dump, to say IPv4 goodbye permanently.
