And this is what the NCC is doing - target being a zero result. There is money on the bank accounts, with the goal of being enough to sustain the NCC for somewhat over a year in case something catastrophic happens. If that money were to grow significantly, the NCC would have to pay taxes, which we all do not want - which is why the surplus was refunded last year.
