Not for the paragraph you quoted. Currently, AS numbers are used with PA blocks, PI space, sub-allocations of PA blocks, etc. I was asking specifically for real-world examples of networks that cannot operate with "a single PA block (plus a number of PI blocks for customers) per LIR". IPv6 PI does not exist today, but is likely going to exist in a few months (the IPv6 PI proposal passed last call and is currently in WG chairs last call).
