According to the RIPE PDP, the APWG Chairs are not required to withdraw proposal 2024-01, as the author agreed with them within four weeks of the end of the Discussion phase that he would draft a new version and there's no deadline for submitting a new version for a new Discussion phase.
The four-weeks deadline applies to the submission of the policy draft in case the proposal advances to the Review phase.
