Do we? I have seen that claim a couple of times now, but I would like to see it backed by actual references. The policy says that if the criteria for an allocation are no longer valid, the allocation is no longer valid - but that does not apply to blocks that are only partially used, while the original criteria ("we have customers, we plan to give them addresses") are still met. A block might be filled to 90%, which means "all allocation criteria are met", and if that block is big enough (like a DTAG /10), the remaining 10% are a fairly big number of addresses.
