Not advisable. While many people in this community would like to see that LIRs returns the non-used space to the available pool instead of selling it - this is likely not going to happen too often. If you forbid selling IP resources - it will happen anyway in uncontrolled manner and uncontrolled environment - let's call it a black market... and this is exactly what we are trying to avoid here.
