I think this would be most easily solved by removing the condition that each /32 must be announced as such. In my opinion an "address allocation/ assignment" policy is not supposed to make routing decisions anyway.
The current policy requires announcement of the aggregate, but does not forbid announcements of more-specifics. Whether or not more-specifics *work*, as in "all important peers accept your routes", is not something the APWG can decide.
