this is the core problem. As it stands, the proposal deals with the /29 -> /28 case, but doesn't deal with /28 -> /27, or /27 -> /26, and so on. I.e. shifting the bit by one position papers over potential problems with the current allocation policies rather than solving any of them. Nick
