I suggest that this is important input to this WG's decision as to whether it believes 2008-08 (or any successor proposal) is in fact useful, i.e. whether it is likely to do more good than harm.
I'd like to note that RPKI is essentially an opt-in technology. Without issuing a ROA, which is an ISP decision, not much changes compared to how things are today. We are not switching on secure routing with adopting this policy, the ISPs will have plenty of time to decide for themselves what the fear more - route hijacking or some crazy law wiping their network out.
