Depends on your definition Andrei. Once upstream ISPs insist on ROAs, the choice of opting in (or out) is made for you.
True, for those who borrow address space from their upstreams, but many other choices are made for them anyway. I meant more than 7000 holders of PA allocations, and many more PI holders in the future. Andrei
