States that the current phase is: "Review Phase: Awaiting Decision from Working Group Chair", but that the current phase ends on 17 April 2013 - over a year ago.
This was on hold due to various reasons, and is now being restarted, with new policy text and as a "fully new proposal", likely to end up as 2014-05.
We discussed this at the APWG meeting in Warsaw last Wednesday, and the new formal proposal will hit the list "soon".
