For the record, both ARIN and APNIC have compatible transfer policies and many successful transfers completed to date. Incompatibility between RIPE and ARIN on inter-RIR transfer policies potentially impacts the communities in both regions, albeit likely in different ways due to allocation history.
If, and hopefully when, 2013-03 is implemented, then my intention is to put in place a new inter-RIR proposal for the RIPE community, at a time the community feels is appropriate, which allows for transfer of **legacy** IP's currently in the ARIN registry.
Interesting concept. Note that it may be necessary to update ICANN Global Policy ICP-2 first <http://www.icann.org/en/resources/policy/global-addressing/new-rirs-criteria>, as that global policy specifies some requirements for RIRs agreed to per the ICANN MOU, including "regions of coverage", each served by a single RIR. Periodically reviewing such policies is probably a good idea in any case, as the Internet evolves over time and policy needs to do likewise. FYI, /John John Curran President and CEO ARIN
