IXPs can use Private-Use Networks such as 10.0.0.0/8.
There is no technical need to spend a valuable resource for such purposes.

Dear colleagues,
A new RIPE Policy proposal, 2019-05, "Revised IPv4 assignment policy for IXPs" is now available for discussion.
This proposal aims to increase the reserved IPv4 pool for IXPs to a /15 and finetune assignment criteria.

As per the RIPE Policy Development Process (PDP), the purpose of this four week Discussion Phase is to discuss the proposal and provide feedback to the proposer.
At the end of the Discussion Phase, the proposers, with the agreement of the WG Chairs, will decide how to proceed with the proposal.
