In UK/Ireland a "member in good standing" is defined as someone who "have all their fees paid and have no disciplinary action pending" ;) I *think* what ARIN meant was an established LIR
In the ARIN region we have LIRs who received their allocation from SRI-NIC or the Internic in the distant past. These LIRs pay no fees to ARIN and may not even maintain their contact data. The reason I suggested that we only issue IPv6 to LIRs in good standing was to give these LIRs a reason to join ARIN. It's not just about the money. It's about getting everyone in the industry to work together to maintain fair adressing policies. --Michael Dillon
