It is not that unusual for a proposal to not reach consensus. The big FAIL here was "the proposal was in the process for nearly three years, with hardly any participation(!), and in the very last stage, all the discussion broke loose". It would have been much more productive to have these discussions in the early stages of the proposal - and then either it could have been adjusted in a timely fashion, or abandoned early (which we've done before).
