"Wouldn't it be nice!" is not a good argument for stockpiling 100+ /29s. RIPE policies still operate based on need, even if that is applied much more loose on IPv6. Demonstrate need. IPv6 policies can (and do) change over time, if need changes, or more experience leads to different views on the policy (/35 -> /32 -> /29), but "we do not need that now" is not a very compelling argument.
