The validation tool is available in both binary form and as open source (bsd), here: http://www.ripe.net/lir-services/resource-management/certification/validatio... The plan is to start a pilot in a few weeks where members can run their own local CA instead of the hosted service that is offered now. When this pilot starts it is planned to release an initial standalone CA, again under a BSD license, with limited functionality (eg not able to issue certificates to child CAs of its own). In the long term nothing has been decided yet. This depends on feedback from the community as well of course. We could extend the features of this standalone CA, or when we are sure that interoperability with the ISC 'rpkid' works, members can use that..
