Either having very many people get /32s is harmful, or it isn't. How does paying the RIPE fee move this from "harmful" to "non-harmful"?
It reduces the possible amount of applicants from "anybody out there" (many billions) to "anybody who thinks this is so important to his heart / business that he's willing to shell out serious money for it". This makes quite a difference, especially as it's not "one time up-front" money, but recurring fees.
