I'm sure the board has heard often enough that this would be a highly undesirable change. We want to encourage use of IPv6, not give ISPs a financial incentive to squeeze their customers into a much smaller block, leading to unwanted effects like "customers can no longer get a /56" or even "customers will get a single IPv6 address".
