The notion of justified need makes no sense for IPv6. An ISP might give my mum a /64 or a /80. There’s no way she can demonstrate a *need* for so much address space. It’s at least a billion times more space than she could credibly use. Please stop trying to impose now dead IPv4 mindsets on IPv6.
