You can announce them anywhere you like. But you cannot assign them to end users outside outside of the region.

me neither - and it would contradict common practice, and probably even common sense. So i hope that's just a misunderstanding/-interpretation.
..on a second thought, i can't (or at least could not in the past) get a PI(!) assignment for a customer NOT registered in RIPE NCC service region, so... hm interesting question/problem indeed, somehow.
