649 section 6.1 says: -- This space will be used to run an IXP peering LAN; other uses are forbidden. -- i.e. if you're planning to transfer the address space to some other organisation, I'm reading this as meaning that it must either be another IXP as defined in "IPv6 Address Space for Internet Exchange Points", or else it will default back to the RIPE NCC.
