The fallacy of this claim was already stated: RIRs get their authority and IP Address Allocations, etc from IANA.
RIRs get their authority from their respective communities. IANA is a tool to ease unique distribution of addresses. If the RIRs communities stop accepting their RIR's authority, there is nothing the DoC, ICANN, or the RIRs can do about it (how can the DoC tell me what addresses to use on my local part of the network?) - and that process works on all nodes in the tree. We already had the situation where ICANN didn't get their act together, and the RIRs seriously considered installing the NRO in its place. So please come down from your US-centric "the DoC rules the world" view - ICANN/IANA is there because they get the job done, and the RIR communities appreciate that.
