True. I didn't mean to suggest that this propsal, if amended, could not reach consensus at some point in the future. My main message was that telling one's customers to sit around and wait for that to happen is really bad advice, unless it comes with a big fat warning that the waiting period may be very long, possibly even infinite. If the customer absolutely must acquire multihomable IPv4 address space, becoming an LIR is currently the only way that is certain to succeed in a reasonable time frame.
