How does that change anything? For PA space, he'd have to demonstrate a need for a /21, not just for a /24, which is more difficult.
As a LIR, to receive PA space, all you need to document is the wish to assign addresses to your customers (or to your infrastructure). "Demonstrate need for the whole initial PA allocation" is a thing we had in the policy for a while, but got rid of that about 5 years ago (because all it did was "make startup ISPs go for multiple PI instead").
